Correct. Treaties require approval by the U.S. Senate. It doesn't matter if they happen to be out of session at the time.

I hope all the gun owners in Indiana, Missouri, Montana and North Dakota who thought it would stylish to elect a Democrat because the GOP candidate said something stupid in the heat of an election campaign are proud of themselves.

The Senate has already voted 53-46-1 earlier this year to tell the administration to NOT sign the treaty, so the possibility of getting 67 votes in favor of adopting the treaty is nonexistent.
