Notice they skip the typical "thoughts AND PRAYERS" - a bit of honesty there.
"our thoughts are ALWAYS with them" - a bit of dishonesty.

You make an excellent point that underscores that most important aspect for being upset, livid about the cover picture. People don’t bother to read the article for the very fear of being subjected to the sort of dialoue you’d expect from Jan Wenner. People don’t realize how far left Rolling Stone magazine is,with its owner, editor, the gay,Jan Wenner promoting his leftist agenda to the hilt. The cover picture provides an opportunity for him to propagandize the issues connected to the bombing and which is indeed rife with propaganda as you have so fortuitously pointed out.

Time magazine got into a LOT of trouble not only with its readership, but also its advertisers for naming Ayatollah Khomeini Man of the Year in 1979. As a result, the magazine for many years got a bit gun-shy on its cover stories, and that was the very reason why they named former Mayor Rudolf Giuliani as Person of the Year 2001 instead of the more obvious choice, Osama bin Laden.
