I would like to report every member of congress and their staff, and while I am at it, the entire executive branch up to and including the President.
Of course the only person that would get into any trouble would be someone who leaks something negative to this administration. If they leak information on Republicans or conservatives they will be promoted.
A nice touch, if you fail to report something you can be charged with a crime. In other words, unless you are a mind reader you are now a criminal.

All employees, assets and operatives are probably fed this spin to alleviate any feelings of wrongdoing as they head out to spy on their fellow citizens. Similar spin was probably given to the NSA and IRS employees as they were given their targets.
