I’ve been reading for years about DemocRATS “slipping” things into bills. How, exactly, does somebody “slip” something into a bill; and why is it that DemocRATS seem to be the only ones capable of this maneuver?

I mean, if it’s so effing easy, why can’t somebody like Cruz or Lee slip language into a low-profile bill that eliminates automatic payroll deduction of taxes or repeals Obamacare?
