The overwhelming theory here is that Valerie Jarrett overrode the President's authority (who himself did not issue an order...just waffled, waiting for Valerie's order)

Lots of people can say "Stand down".

Only one person can say "Go".

That's the president.

I believe the positive order to cross national lines has to be given by the president, Without that order given the lower level commanders must order units ready to go to stand down. But then who ordered the guys already in Lybia to stand down? I don't think the president gave the order but someone in the diplomatic chain of command did because someone knew that it was desired that the people in Benghazi not be rescued. I think that one goes to the SecState who knew/knows something we are not going to find out unless someone cracks big time.
