The dark blue states that want gun control are already going to vote democrat anyway, so it really makes no sense to "rally the base" for gun control in these states because, at most, all they will do is increase their margin's of victory in already safe democrat districts. However, the congressional districts that the democrats NEED if they want to take back the house, tend to be in rural red states where gun control rhetoric will have the opposite effect and increase Republican turnout.
