As an old regulation writer myself, I know they don't have enough talent in this town to do the job called for by the legislation ~ and never will have.
The pool of available talent who can design paper systems to meet statutory standards is no more than a couple of dozen ~ possibly in this whole country. They don't make many of them at a time and then treat them like dirt.
