Well, on the one hand, it would be stupid for the N. Koreans to start a war. On the other hand, should they start one, an artillery barrage is the best tactic. Reason; the N. Koreans lack the logistics wherewithal to play offense. So, they need to lure the S. Koreans into attacking them and thereby enabling them (N. Koreans) to play defense.
