That says it all right there. Prohibition was such a bad ammendment that it was repealed. Prohibition permitted possession and consumption. It also allowed low alcohol beer and the prescribing of alcohol as medicine. The enforcement law also included loopholes.

Are you suggesting that eliminating those exemptions and enforcement loopholes would have made Prohibition a better policy? If not, what's your point?
