BISBEE, Ariz. (AP) A supporter of the Republican candidate in Arizona's undecided 2nd Congressional District race has asked a court to block tallying of results from 130 ballots in Cochise County.
Republican challenger Martha McSally and Democratic incumbent Ron Barber are neck in neck in results so far.
The suit filed Tuesday in Cochise County Superior Court in Bisbee contends that election officials mishandled three precincts' provisional ballots by not sealing them in envelopes.

The article is written to suggest this is a simple “don’t count the votes” petition. But the issue is that these provisional ballots were not in a sealed envelope, and therefore there is no proof that they were cast on election day.
Someone could have just put them in a pile. Someone could have gotten to them and modified them. They shouldn’t be counted because there is no proof that they were valid votes cast on election day.
"Neck-and-neck." As in a horse-race, their noses are even, which makes their necks even, too.

Would the term ‘bad provenance’ apply here? ... Why yes I believe it would. Democrats have been using this method for decades. And in Florida it is now the standard operating procedure to store gaggles of fake ballots that can be pulled out as if found by accident, if the need arises to add a few more fraudulent ballots. Arizona needs to ‘nip it in the bud’ donchaknow.
