Anticipating an expensive ballot proposition, the Los Angeles City Council on Tuesday backed away from its total ban on medical marijuana dispensaries.
In an 11-2 vote, the council gave preliminary approval to rescinding the ban as it appeals to the state legislature to come up with more clear regulations on how to control the dispensaries. The council will give final approval to its reversal next week.
Councilmen Jose Huizar and Joe Buscaino voted against rescinding the measure, saying they were concerned about the problems that developed in neighborhoods from the proliferation of the dispensaries.
"I have seen where children are walking down the street smoking," Huizar said. "We have to keep control of our neighborhoods."
Supporters of medical marijuana dispensaries collected nearly 50,000 signatures for a referendum seeking an election to overturn the ban.

You can say medical MJ is a BS front, and you are likely right. However, I think there is something to be said about taking the supply away from the Mexican gangs and drug smugglers and putting it in the hands of, shall we say.. domestic farmers! Nothing like some good old fashioned free market competition to drive quality into a product and undermine the drug cartel.. ekkk.. I'll end at that :o)

It is the quasi-legalization of marijuana. Just about anyone can get a card to buy it.
