The transit authority did something similar- they had a problem with teens hanging out in one subway station, so they started plays classical music over the PA system. Problem solved in less than a week.

The first thing I would do is lock the rest rooms, turn off the water at the sink and raise the price of all drinks to $5.00 each.

Then I would hire a water wagon to come by every half hour, but on a flex schedule so no one could tell when, and wash the place down.

There was a device called the Mosquito which produced an unpleasant high frequency sound to drive off teenagers who can still hear it, while older people can't hear it. He might need to buy a few of those squealers.
