Suggestion: That's way too long a search string -- the likelihood of an exact match is very low. Pick one or two words. Much better chance of hitting something.
The quotes are the problem. “Thaddeus McCotter” resigns Congress searches for his name (in quotes) as well as for “resigns” and “Congress”, and presents the most likely candidates, whereas putting everything inside the quotes searches only for the specific way you’ve typed it.
