No, they dont. It stated that if a WTA scheduled before a certain date, they would either have to switch to proportional or lose delegates.

You did miss it. There are no "winner takes all" states before April 1st.

As noted by Chariman Priebus, “winner-take-all” states cannot hold a primary or caucus before April 1, 2012.
