According to a source close to the investigation, Hall was shot in the arm at another location, but may have died from another medical complication. The story just glosses over this, but evidently the perp had left the scene of one crime, where he had been shot, to enter the store to commit another crime, where he got shot again?
What else could it mean? Other than that the editor is a functional illiterate?

It's probably a legal procedure to protect the shooter from further prosecution at a later date. I would assume that if the grand jury finds it to be a justifiable homicide then the store owner cannot be criminally prosecuted later.
(Disclaimer: I'm not a lawyer or a Texan; just going by what I understand about the law as a CCW holder for over 20 years here in VA.)

Two possible scenarios: The shooting is in Houston proper where the prosecutor and jury pool is a bunch a racist blacks OR the shooting is in a suburb of Houston where the prosecutor wants to get the case no-billed which will help protect the store owner from civil action.

Why is this going to a Grand Jury? Standard procedure. He will be no-billed, as it was obviously justified. Exactly correct. Texas has a policy that all homicides go to a grand jury. This is actually a protection for the ordinary citizen, as it puts his case before fellow citizens rather than political prosecutors, and it does so in an expiditious manner, rather than waiting for months or years for a prosecutor to decide to prosecute or not.
From what I have seen, Texas grand juries to a pretty good job.
