I worked at a private liberal University and I can tell you that is absolutely correct! My supervisor hated to even entertain the thought of hiring a minority woman because she knew once they were hired, they couldn’t be fired. And these women knew it. Our working hours were 8:30 to 5, but it was not uncommon for them to come parading in on a daily basis at 9 or 9:30 and leave at 4, and no one would say a word. The professors were afraid of them, and would come ask one of us to type letters for them because their black secretaries wouldn’t do them. One black woman dean actually quit and then sued the university for discrimination.
I have friends who did consulting for Hamilton county in Ohio. They noted minorities who were in out of the way cubicals that surfed the internet all day and basically did nothing. My friends were told that county officials didn’t care as long as these minority employees didn’t cause any trouble or violence.
They were too afraid to ask them to do anything so they didn’t but it helped the county comply with affirmative action quotas.
