A little bus-related story here. Several years ago, a friend of mine had a very minor bump with a city bus. There was no damage, but the bus driver told my friend he needed call police per regulations. While waiting for police to arrive, a few passengers stepped off the bus to ask the driver what the hold up was. He told them there was a minor accident and they would be held up for a bit. Even though most of the passengers didnt even know there was an accident at the beginning, by the time police arrived, 8-10 of them claimed to be hurt and demanded an ambulance.

In Philly I was sitting at a sidewalk cafe when a bus and delivery van collided, nothing REAL violent. I noticed about twelve passengers looking out the windows. By the time the cops got there there well over fifty people laying on the sidewalks, street and inside the bus.

That is not uncommon. Many times people will pile onto the bus after the accident and then start holding their neck and wailing.
If you can find any good news, it is training for mass casualty incidents, which always tend to turn into a Chinese fire drill no matter how much you train.
