It would not be hard to drop a kinetic object onto a spot as small as a 2 foot radius. Just needs a bit of maneuverability and cheap GPS guidance.

The damn thing is a suborbital predator drone equipped with a high intensity long distance surgical laser designed to disable or destroy within the top secret and very precise coordinates of NSA GPS the electronic capabilities of the enemies of America.
It is one of Bush's War on Terrorism projects Obama was smart to preserve.
When he collapses the economy and declares martial law the dang things will take out the communications capabilities of any and all resistance movements—sort of like the Commies first taking over the radio stations in the days of the vacuum tube.

It supposedly went up with 9 months worth of experiments and now they want to extend the mission indefinitely? What, they got more experiments sent up to the X-37B? I think this project is for something other than experiments.
