Are we taking bets? If so, I pick "get the supercommittee to pass the 9-9-9 plan" as the next big "I was joking" moment.

Because sometime soon, people are going to notice that Cain hasn't written an actual bill for 9-9-9, and has no intention of sending one to the supercommittee to incorporate into their debt reduction plan.

But Cain's plan says that is how he will implement 9-9-9: "I call on the Super Committee to pass the Phase 1 Enhanced Plan along with their spending cut package"

The supercommittee will vote their recommendations in a little over a month. When Cain doesn't send them a bill, and does nothing to try to force them to take it up, it will be clear how "serious" he was about the plan.

I hear you. There is an outline for 999 but no details to round out an actual bill. It does appear like 999 is just a gimmick of sorts. The more and more I see and hear Herman Cain, the more and more he rubs me the wrong way. Is he a bad man? No. He just doesn't take a balanced approach to his politics. Some folks may find that appealing, even intriguing. For me, its starting to wear a little thin.

Its not because Cain is not a politician. Its what he has to do to prove he's not a politician that raises red flags for me. Call it, the Perot factor. Charts and graphs versus songs and prayers, with a bunch of speechifying thrown in for good measure. It would be great if Cain had a governing or a legislative record with which to grade him on. Other than just his rhetoric which only goes so far. Right now there is nothing of substance to Herman Cain. Some people are thrilled with a candidate who has no record and no substance.
