It appears to me he’s saying that the taxes for Detroit and other cities are so high that it’s making them die. That the current tax system is too difficult and encumbers big cities despite the fact they have options available, it’s just that no one can figure them out!
Used to work as a tax analyst, quit that because the tax system was too taxing for my brain. Had to prepare tax schedules for 43 different states and each one had different rules. And I do remember that I had to have an additional tax schedule for Massechusetts for their health care, didn’t know at the time why.

“Empowerment zones” is an exception, and once you start exceptions in the tax code, you end up with our current tax code as you well know, full of special interest exceptions.
If Cain’s real goal is to clean up the tax code, he needs to drop this particular provision.
