Well, it depends on your definition of “government spending”

If a government official intervenes to get taxes and fees on a new business lowered or waived on a business to help it get going or to expand, “government” may consider that loss of tax revenue as “spending”

but I consider it getting govt out of the way! And that's a good thing! Just wish it didn't have to be on a case-by-case basis, which leads to market distortion, corruption, and artificial selection by government entity of “winners” and “losers”

It really does not have to be on a case by case basis! Lower taxes on businesses and individuals across the board and we will see job growth, expansion of the economy and increased revenue to the government.
