McCotter introduced the SAVE SOCIAL SECURITY ACT, that not only saves Social Security, but does so WITHOUT raising the retirement age, WITHOUT raising the payroll tax, WITHOUT reducing benefits and WITHOUT privatizing the system.

If there were a solution that painless, I would think it would've already been implemented. What's the downside to his plan?
