Well, a parent who ‘opts out’ of a vaccine due to either conscience issue or because they were sold a bill of good about evils of vaccines, ends up putting their children at risk.
And when it comes to communicable diseases, they are putting other children at risk as well, by being a carrier. (This applies even to STDs which are of course communicable via sex). Thanks to vaccines, dread diseases of the past like polio and smallpox are becoming extinct diseases, and many other killers of children, like measles, etc.
The ‘strongly advised’ is based on the best concerns for public health.
