These lawsuits against a county, when settled, are paid by the taxpayer. Why not by the perpetrators who caused the suit?

And in a sense, the taxpayers are responsible for electing this SFB sheriff. Or whoever appointed him.
Elections have consequwences. Maybe next time, voters will think.
