I’m pretty sure the text wasn’t published even in Hebrew. The short version is that there is rabbinic opinion that no moral problem exists killing an enemy in a war or conflict, even if that means that someone innocent might also be killed.

The sefer ( book) was written by Rabbis for Rabbis- for deciding, ruling on, debating upon, and understanding various military ethics. It is a book meant to be used to examine various theories. That is what is so taken out of context.
Halacha- Jewish Law, is a very, very complex thing, and it is forbidden to rule unwisely from it. Therefore, everything, down to the most minute detail, must be looked at very, very carefully and from every conceivable circumstance.
