The Patriot Act is used to monitor the satellite transmissions for INTERNATIONAL calls between domestic cell phones and suspected terrorists abroad. Using the Patriot Act to monitor domestic cell phone calls is like using RICO statutes to prosecute jaywalkers and drunk drivers.
