Sort of a relay race, but the UN referred it to the ICC who issued the warrants, and this same nebulous web of the “international community” looks to NATO to effect the arrest - or other elimination of the target, and then NATO refers the aftermath back to the UN. Whether one holds the cloaks while another gathers rocks and the third one throws, they are all coordinated on the stoning. Kaddafi is nasty, but this jackal pack of faceless globalists is even worse. Far, far worse.

UN resolution 1973 ‘authorises all necessary means to protect civilians and civilian-populated areas, except for a “foreign occupation force”’. Without occupation there is one very obvious solution, which is encompassed in the language “ALL necessary means”. This is effectively an institutional license to kill.
