What’s the scoop on the “Birth Certificate” Stephanopoulos was flashing around?

I am guessing it is most likely the COLB (Certification of Live Birth) not the Birth Certificate.

I am not that up on it, but there are key and vital differences between those two documents. Others here probably have a better handle on it.
