3 times deported, killer still here

An illegal immigrant's frequent arrests in Minnesota over the past 20 years show cracks in a system meant to bar foreign criminals.The guy found passed out in a St. Paul bus shelter near the University of St. Thomas with a drained bottle of vodka in his coat pocket was not just any homeless drunk.

Mario Montalban-Ramirez, 61, was convicted of manslaughter in Illinois in 1982, convicted of murder in Texas in 1984 and sent back to his native Mexico three times -- in 1996, 1997 and 2003 -- for being in the United States illegally. He also has been a frequent customer in local jails, locked up for such offenses as DWI, theft, assault and being a fugitive from justice.

So how is it that Montalban-Ramirez, who often goes by the name of Oscar Yturria, has been able to spend much of the past two decades in Minnesota -- including several visits to jail since his last deportation?

Take a look at how many times this guy has been arrested. In February 1990. Since then, records show he has tallied eight traffic tickets -- for violations ranging from speeding to DWI. He also has a Washington County conviction in 1993 for driving without a license.

He's become a frequent resident of Twin Cities jails. He was booked four times into the Hennepin County jail from March 1996 through September 1998, mostly for alcohol-related offenses.

That put him on the radar of immigration officials, who deported him in 1996 and 1997.

But that wasn't the end of his legal troubles here. Ramsey County jail records show arrests before and after his deportations.

On May 30, 1997, he was booked for exposing himself and for an immigration violation. On March 11, 2001, he was booked for being a fugitive and felony theft.

On March 17, 2006, he was busted again, for felony assault and being a fugitive. On March 2, 2007, he was jailed for theft of services. Then, on March 19, 2007, he was booked by Metro Transit Police for trespassing.

On May 19, 2007, he was booked for theft and not paying bus fare. Then, on Aug. 5, 2007, he was booked again for trespassing and theft.

Yet the only other deportation on his record is in 2003.

My long standing position is that illegal immigrants should be tattooed, then dropped on the other side of the border. Anyone found on THIS side of the border with that tattoo can be killed by any US citizen, no questions asked.

It's a war. We are being invaded. Enemy soldiers are showing up behind our lines. I see no reason to seek half-measures.

To me the obvious questions are why does a man who was convicted of murder only get 8 years especially when he had a prior for manslaughter. Second why are we deporting murderers at anytime and again a second time when we know Mexico won't control him and will allow he to reenter.

Could be. Here's another possibility: life in prison in Minnesota is more comfortable than life on the street in "his native Mexico."

Hmmm....convicted of manslaughter an out and able to commit murder only 2 years later? And how did he escape the death penalty in Texas? Our justice system is failing to protect us from this monster.

I think I saw this creep while waiting for my girlfriend to come off the bus a while ago. The creep was checking out my gf who was coming off the bus and was about to approach my gf before some small and thin but buff, angry looking guy wearing a motorcycle jacket, motorcycle cut jeans, wallet chain, black boots and a black beanie cap with a skull on the front. That angry looking buff guy sort of resembled Randy Moss. The buff guy met up with my gf and said “it is so good to see you, honey”. My gf responded “it is good to see you too”. Then the creep scattered.

Allow him to reenter?

They escort them to the border and help them to get across. Mexico is exporting their scum to the US just like Cuba did when they opened up their prisons and shipped their garbage here.
