I thinnk the only appropriate comment has to be “You’ve GOT to F___ing kidding me!” With the current megalomaniac in the WH, someone has the nerve to suggest this!?
I’m pretty sure somebody proposes this to every session of congress...probably pushed by the same people every time. I wouldn’t get too worked up about it.

Section. 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.
Section. 2. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

This is the type of bill that is posted when the authors know it has no chance of becoming law, or even coming out of committee, but gives them a talking point on the stump the next time they are before an Obama audience.
IOW, it’s theatre and nothing more.

No big deal. This particular congressman always puts this proposed Constitutional amendment in the hopper at the start of each Congress, he has done so for many sessions. It always goes nowhere.
Note that even if it did pass this Congress it would still have to be ratified by 38 states.
I am all for doing away with Presidential Term Limits. Provided of course that for each additional term the percentage needed for the incumbent to win gets racheted up by 5% each time and caps out at 90%.
1st term - Over 50% of the electoral college needed
2nd term - Over 55% of the electoral college needed
3rd term - Over 60% of the electoral college needed
4th term - Over 65% of the electoral college needed
5th term - Over 70% of the electoral college needed
and so on and so forth.
And make this 5% additional needed for each subsequent term apply to all offices.
