Your premise still assumes the power to tax.
If it were adopted, the rates would only be increased over time.
Stop over-analyzing and drill down to the moral basis for taxation.
There is none.

I don’t think it has ever been tried, but that doesn’t mean it won’t be in the future. The blue states are desperate and a state desperate for funds will do desperate things. It would certainly be challenged in Federal court, but the outcome would be less than certain.

Oh Kalifornia has tried it already. When you move away if you do not notify them that your vehicles are registered in another state they try to collect registration fees and even threaten to hit any accounts you have left in the state. It has been tested in court and they lost. They still threaten etc.
