NOAA's Catch Shares Fisheries Debacle (attacks on food supplies ramp up)

Barrack Obama came to office with an agenda to fundamentally change America.  An element of his agenda is a plan, known as catch shares, to restructure the nation's fishing industry.  The author of his plan is Dr. Jane Lubchenco, the environmentalist rock star and former vice chairperson of the Environmental Defense Fund (EDF).  When it comes to the oceans, the protection of fish, and the punishment of the evil fishermen, Dr. Lubchenco is as extreme as Obama's former green jobs czar, Van Jones.

Obama, with no managerial experience himself, didn't simply make Dr. Lubchenco one of his numerous czars -- he anointed her as the head of NOAA despite her own complementary lack of managerial experience.  Effectively, Obama has given the EDF control of the $4-billion, 13,000-person government agency that oversees the national fisheries.

There is an element of that but that's not the main driving factor. As your informed on things, I will tell you the enviro’s managed to get the Magnusion-Stevens Fishery Management Act changed in 1996 to conform to Agenda 21.

Expanding the use of Individual Fishing Quotas (IFQ's) as the fisheries management tool of choice has long been in the works.

There are those who get themselves appointed as fishery "business" side representatives, who then, while being pressured with various fishery effort reduction schemes (usually including some mention or threat of total prohibition as to areas, or gear type) will be slowly arm-twisted into "agreeing" with either partial closures, as occurred in regards to bottom trawling on portions of the Santa Lucia Bank (and some other adjacent areas).

They are often allowed to gain for themselves, by way of attached stipulations to the 'deal', rules favorable to themselves, yet at the expense of other fisherman, in the exchange.

In actuality, what was "given up" on the Southern portion of the Santa Lucia wasn't trawled much anyway, save at the edges of that zone. Much of it was guaranteed net-shredding, if not complete and total, kiss-your $20,000 rig of bottom net and trawl doors GOODBYE, because you might just leave it there permanently. But don't worry folks, lost trawl nets don't continue to fish, or "ghostfish" as it is called.

Monofilament gillnets can "ghost fish" if lost. Twisted filament nylon gillnets, can ghost, but usually will collapse, and just lay on the bottom. I know this, because I have caught or snagged "lost" fishing gear.

Getting back to the push for IFQ's;

One of the things you won't see in the news is how they pit fisherman against fisherman, even on smaller scale, State fisheries management levels.

That exact type of arm twisting is occurring now (or is it already a done deal?) in regards to proposed "allocation" for Dungness crab in California, with a few fishermen doing a bit or self-centered arm twisting, themselves. I could name names, but I won't.

To heck with it. I will name names. Vince Doyle, F/V Verna Jean. Total $#@!&%@# (string of expletives not mentionable in polite company or on FR) Presently homeported in Ft. Bragg, I think.

FUBO and the Goat you humped in on. I’ll fish when I want, and deal with it if caught. The Coast Guard, Marine Patrol and LEO here all hate the goat humper. I doubt they will enforce it.

Knew that already. The MMPA is just as much of a problem. For example, NMFS has defined an "Optimal Sustainable Population" of pinnipeds as one that consumes the entire food supply. Of course, that means an extinct supply of fish. It is of course an unsustainably-sustainable attainment standard, one that will keep them in control forever.

Now government is obviously doing its best to kill the fishing industry.

The Government killed the commercial fishing industry in the 80s under Reagan. What was left has struggled on, and now it is time for the sad remainder to go.

BTW, only commercial fishermen are truly evil, sport fishermen are the salt of the earth... /s

Major AK fisheries has had shares since the policy was dreamed up under Reagan. The rest of AK’s fisheries fall under the limited entry permit system dreamed up under Nixon.

If you watch the first or second season of “Deadliest Catch”, you will see this transition taking place.

Neither party has treated fisheries well. One slaps commercial fisheries in the face, the other holds out false promises.

We had a couple like him up in Washington State in the 90s - they wormed their way onto the Puget Sound Gillnetters Assoc. Board (which had a minor say in salmon allocation for 50 years).

When they got done, the PSGA was ruined, and they went on to be the spokes people for the former industry they destroyed. Their great hope was that they could get all the salmon divided amongst their group, cutting out the majority of other gillnetters.
