The only thing that will stop a Republican agenda at this point is the Senate. I know people complain about Straus, but even with Straus as speaker, there will be Republican committee chairs (there are simply not enough Ds) and there are enough votes.
The Senate is where things will be held up. D's can still break the quorum there, and I suspect they will, especially when it comes to redistricting. I expect several special sessions this year.
