If it is vetoed and becomes law, why can’t McDonalds just start charging, say, 2 cents for each toy? No more free toys, just a willing buyer and a willing seller, and everyone is happy (except for the food police.)

That’s exactly how I would handle it if I had a McDonald’s franchise there. I would call out the media on the day it started and have them televise me selling them for $.01 just to yank their chains too.
