NYC Considers a No Catcall Zone

Whistles, catcalls and lewd come-ons from strangers are all too familiar to New York City women, who say they are harassed multiple times a day as they walk down the street. Now lawmakers are examining whether to do something to discourage it.

A City Council committee heard testimony Thursday from women who said men regularly follow them, yell at them and make them feel unsafe and uncomfortable. Advocates told stories of preteens and teenagers being hounded by adult men outside city schools and pleaded for government to address the problem.

I'd love to see someone try to enforce the ban on catcalls/whistles that come from a girder 20 floors up.

Tough, ugly problem. Not sure government can do anything about it. The problem seems more cultural and a result of a general breakdown in manners and civility.

They tried this in Rome several years ago but was defeated because the women did not want the men to stop what they were doing.

I was amused by the fact that the legislators saw it as a free speech thing instead of a lack of civil behavior. I think it is an intractable problem, but with our breakdown in societal mores, people are looking to regulations for cultural issues.

Most of the catcalls are for the benefit of the other guys as opposed to the women. It’s actually saying, “I realize that woman would have nothing to do with me, so I’ll make insulting comments to prove what a man I am.”

It’s funny how cowardly these lechers are when confronted. There used to be a pair of latino hair dressers who sat on the big landscape pots at the entrance of a high rise I worked in and choochied the women as they came in in the morning.

One day, a woman who worked in the same building with me and I got to talking on the bus ride to work about these two. We resolved that if they were there when we arrived, we would give it right back to them. We did, they got all flustered and ran off, never to take up station there again.

I doubt if anyone cares if it’s coming from 20 floors up. I recall feeling very awkward in my teens, 20’s and 30’s, particularly if they cat called from a few feet away. It’s also more intimidating if it’s a group, you try to ignore it but really you don’t know where to look. Crossing the street doesn’t help either, they peg you as a scaredy cat and usually ratchet up the taunts. Granted it used to only come from a certain sector of society...but perhaps that has changed?
