In Brooklyn alone, 20,000 to 30,000 people are usually hired to work at the polling places during the elections. If even one large district decided to report these poll workers as employees, the national numbers could be skewed.
Probably not. ADP suggested that private payrolls fell too. Probably a difference in the secret sauce of seasonal adjustments at BLS.

Pretty sad, they do everything possibly to fudge the numbers, by counting poll workers who were employeed for 1 day as new hires, and still the best they can do is -95,000.
By the way, according to Gallup the real number for the prior month is 10.1%.
