According to previous reports, NK regime is planning the largest military parade in its history in coming October. So massed troops could be for massive display of military hardwares and goose-stepping troops.
However, once troops are massed, they can be used for different purposes, too. Such as locking down Pyongyang and purge any possible obstacle to Kim Junior's succession in one massive sweep.
