No it wasn’t. It was a private developer (or his widow, who was Asian) who sold half the property to the mosque builders;’ the other half is owned by Con Ed, but the mosque people have a lease that permits them to tear dow the existing structure.
The thing you’re thinking about was a small former convent on Staten Island, and the Church cancelled the sale upon finding out more.
