The difference is that the OT describes it as history. The Koran (and especially the Hadith) order that it be done now and in the future.

You may wish to interpret it that way, but when God gives commandments, rules and laws in the OT, one could argue that human and humane changes more in keeping with our liberal society is judicial activism
