Our agency was founded in March 1999 in Jokhar (Grozny) by the CRI National Centre for Strategic Research and Political Technology, registered with the CRI Ministry of Justice in October 1998 (N 1377/б-17).
The internet agency Kavkaz Centre provides reporting of events in the Islamic world, the Caucasus, and Russia. The agency has plans to widen its activity in creating a complete international information corporation and organization of additional information structures.
Clearly this warrants close monitoring. Embassy staff evacuations may be exaggerated but they can't be concealed if true.

All of these things indicate approaching famine conditions with the added danger of widespread radioactive contamination.
The site could be sketchy....
I’d look for more reputable sources, though....
Actually, I’m going to look a bit myself.
Kavkaz Centre is questionable. My source in Moscow and the Bulgarian report are solid. Something is happening, something bad!
From someone just old enough to remember the bad old days, and educated enough to know what happens in famine stricken Russia.. I’m worried.

“The State Department alerts U.S. citizens of the risks of travel to the Russian Federation due to fires in Russia and their impact on safety, air quality, and transportation. This Travel Alert expires on September 5, 2010.
Forest fires and extreme high temperatures in the Moscow region and surrounding areas of central Russia have produced hazardous levels of air pollution and caused numerous flight delays and cancellations in Moscow.
Persons contemplating travel to Moscow and surrounding areas should carefully consider their plans in light of these developments. The hazardous air quality means that persons with heart or lung disease, older adults, and children should remain indoors and keep activity levels low. Everyone should avoid prolonged or heavy exertion outdoors.
The situation has prompted the Russian government to declare a state of emergency in Moscow, Vladimir, Ryazan, Voronezh, Novgorod, the Republic of Mordovia, and the Republic of Marii-El.
Fire related conditions can change quickly, due to changes in wind direction and weather conditions. Persons planning travel to the Moscow area should monitor weather conditions and stay in touch with their airline.
We recommend U.S. citizens register their travel plans with the Consular Section of the U.S. Embassy through the State Department’s travel registration website.”
That was just an advisory. Here is the definition of a warning:
“Travel Warnings are issued when long-term, protracted conditions that make a country dangerous or unstable lead the State Department to recommend that Americans avoid or consider the risk of travel to that country. A Travel Warning is also issued when the U.S. Government’s ability to assist American citizens is constrained due to the closure of an embassy or consulate or because of a drawdown of its staff. The countries listed below meet those criteria.”
The Russian Federation is not on that list. The embassies did can cancel appointments for 08/09/10, however.

MOSCOW: Russian authorities on Monday declared a state of emergency in Ozersk, home to major nuclear reprocessing plant Mayak, due to wildfires burning around the Urals town, officials said.
“A state of emergency has been introduced in forests and parks on the territory of the Ozersk city district due to a complicated fire hazard situation,” said a statement posted on the district’s website.
The emergency was the latest concern to hit a major Russian strategic site due to the wildfires which have already badly damaged military depots and threatened other atomic facilities.

Moscow’s health chief has confirmed the mortality rate has doubled as a heatwave and wildfire smog continue to grip the Russian capital.
There were twice the usual number of bodies in the city’s morgues, Andrei Seltsovsky told reporters.

Russia reduces harvest forecast
And there was a new warning over shortfalls in Russia’s grain harvest.
Prime Minister Vladimir Putin said this year’s harvest, hit by fire and drought, would be worse than previously forecast.
Currently expected to be 65m tonnes, it could be as low as 60 million tonnes, Mr Putin said.
Mr Putin also said that a ban on grain exports could be extended beyond the end of 2010 because of shortages for domestic markets.
Russia is the world’s third largest wheat exporter. Its biggest customers include Egypt, Turkey and Syria

Russia has recently seen the longest unprecedented heat wave for at least one thousand years, the head of the Russian Meteorological Center said on Monday.
Wildfires continue to rage across much of the central part of European Russia as the country experiences a heat wave, with temperatures of up to and above 40 degrees Celsius (104 degrees Fahrenheit).
“We have an ‘archive’ of abnormal weather situations stretching over a thousand years. It is possible to say there was nothing similar to this on the territory of Russia during the last one thousand years in regard to the heat,” Alexander Frolov said.
He said scientists received information on ancient weather conditions by exploring lake deposits.
Frolov also said Russia’s grain crop may decrease by at least 30% compared to last year.
On Thursday, Russia imposed a ban on the export of grain and grain products that will last from August 15 to December 31, though First Deputy Prime Minister Igor Shuvalov said the ban may be changed after the harvest is calculated in October.
