Even when the GOP had the majority, it was always a thin majority (even thinner when you consider the voting tendencies of Snowe, Collins, Jeffords, Sphincter, Lindsey Graham, McLame). The GOP leadership often had to reach across the aisle to get these RINO's to vote with the party. Even with that majority, they could not count on party-line support like the dems do. And, with the drive-by media, partisan obstruction and parliamentary procedural posturing is not political stonewalling when it is done by dems.
And the Republicans on NEA and NPR: For Gods sake, dont touch it - they might accuse us of killing Big Bird!!
The Rats had a 60-vote majority, and even with that had to engage in blatant vote-buying just to get the 60 votes to invoke cloture, then more vote-buying to get Rats in the house to betray their earlier votes and sign up to the Senate version of the bill. A complicit and conspiratorial media aided the dems by ignoring the most egregious stories regarding these issues. It's easy to sit back and monday-morning quarterback and say the republicans didn't do this or that when they had the chance. But with all the things that are very valid criticisms of the GOP congress spending like drunken sailors with a stolen credit card, the idea that they could have defunded NEA or NPR or the department of Education or any other wasteful boondoggle like these is just pure fantasy.
