EL PASO, Texas -- A federal inmate escaped the El Paso County Detention Facility Downtown Friday morning by using the garbage disposal system, El Paso County Sheriff Richard Wiles said.
Carlos Roberto Medina-Bailon, 30, of Delicias Mexico, escaped sometime between 4:30 a.m.-6:30 am. He was working as a trustee in the kitchen downstairs in jail, helping to prepare breakfast.
Wiles said Medina-Bailon escaped by using the garbage disposal system and then hid in a dumpster before sneaking out when the garbage was picked up. It is unknown at this time if he had help in the escape.
Medina-Bailon is 5-foot-8, weighs 150 pounds, has brown eyes and black hair. He was last seen wearing a dark blue jumpsuit with knee-high black rubber boots. He has a lengthy criminal history of immigration & property offenses.
Medina-Bailon had been housed at the Downtown jail for a month while awaiting trial on a federal drug charge of conspiracy to possess with intent to distribute. Wiles confirmed Medina-Bailon does have ties to a Mexican drug cartel because of the drug charge.
Wiles admitted there was flaw in the way jail personnel dispose of trash and said they have fixed that flaw to prevent future escapes. He did not go into specifics of what was changed.
The downtown El Paso jail, operated by the sheriff's office, houses federal and local inmates awaiting trial. The jail is within walking distance of the Mexican border.
