These vessels would have had to be inspected BEFORE they left wherever they were docked....and I'm sure they were.
Maritime Laws are very strict. I read that they eventually waived the inspection.
I don't believe there is any power who can do that during peace time conditions....so lets call it what it is....harrassment.
