That is financial writer-speak for "society might break down into complete chaos." IOWs the writer is saying the economic consequences of HCR, on top of everything else, could throw the whole nation into deep poverty.

If one looks closely at the bill’s provisions, you can see that it is laden with new taxes, fees, and cutbacks in services.

There the author is saying the bill requires by law that there will be much higher costs and far less health care. It is just what we have all been saying but it's not just the unintended consequences of the bill it's the written law of it. We pay more and get less ... as ordered by Congress and 0butthole.
