Formally, this is known as “the straw man” fallacy. Make up something stupid and attribute it to your opponent, then refute it and declare that therefore you’re right and they’re wrong.
This tactic became one of Obama’s tricks of sophistry very early in his Presidential campaign.

They have to blow up a dam, with a relatively small amount of dynamite. They set the charges, retreat to the neighboring hillside, and when the dynamite goes off...nothing happens.

Our family rates with Blue Cross Blue Crooks went up 20%. They do that every year then we talk down to a modest 8% increase. Our company doesnt subsidize family. It is 820 a month and is bare bones. WE do have some unhealthy people were I work.
