(Reuters) - New York state's Governor on Thursday asked public sector unions to forego pay raises to help the state close a $9 billion budget deficit but the unions rejected the request.
The Civil Service Employees Association, representing about 300,000 public sector employees across the state, said Paterson had no credibility to make the request on pay.
"The governor was on radio this morning talking about how Wall Street bonuses have brought in less money than anticipated because banks used a tax loophole of paying in stock options instead of cash," said CSEA spokesman Stephen Madarasz.
"In the next breath, he calls on state employee unions for concessions .. it's insulting," he added.
New York's other main public sector union, the Public Employees Federation, said it would not reopen pay talks.
"Paterson put it out to the public but we have not been in discussions, he hasn't approached us and we will not reopen our contract," said Darcy Wells, a spokeswoman for the union.

It doesn't take a genius to realize that with 1 in 20 or 30 taxpayers working for the state and local governments there may be a problem with too many employees.
The alternative to giving up raises is tax increases or layoffs of public employees. They will probably end up doing some of both in New York.

The American public has to start understanding that to people in government, government is a business. It’s not just public service now; it’s their business and like all business people they’re constantly trying to expand their business and increase the revenues into their business. So government is now constantly trying to grow and increase taxes and fees through all means possible. It’s all out of control and half the legislators have been bought off to some extent by public employee unions. The taxpayers are going to have to revolt and elect people who have a platform of curbing the expansion of government at all levels.
However, government NEVER, EVER has to turn a profit, and rarely if ever answers to it’s board members. In fact, the government rapes it’s board members and steals their belongings.

If I was still working for NY State, I’d have a hard time wondering why I had to go without a raise for three years (contract period), while Paterson’s staff got raises that ran from 6% up to 46%. The guy is a joke.
