Mr. Penn, best known for paddling through hurricane swollen streets in New Orleans in an overloaded paper dinghy while swilling a beer, will precede his talk by fomenting an angry mob and attacking American tourists in the streets of Ottawa.
The Chancellor of the university said in a written statement that Mr. Penn represents "...the type of Americans and American values we here in this dying socialist gulag appreciate and respect.
