How Can Executive Order Address Pro Life Concerns?

It is being reported that all-night negotiations are occurring in the White House to work out an arrangement in which Obama will use an executive order to alleviate the concerns of Bart Stupak's group over funding of abortion in the health bill.

Now, Stupak and his group say they will not vote for the bill because it the bill requires at least one pro-offered insurance plan to carry abortion coverage and that the government will give refundable tax credits to pay for that policy

If Obama signs this disaster it becomes law. How can anybody even begin to imagine that he can use an executive order to change a law?

Good move not to trust him....He supported live-birth abortion and voted for tax funding of abortions...he is not to be trusted!!!

The current White House resident is not going to do one thing to support life. No matter what he promises, there will be a way of escape for him. This is the man who voted to disallow any medical person to even provide comfort to a baby who had survived an abortion procedure. He voted to let them die in the dirty linen closets of the hospital, which is exactly what was happening. Any “human” who would turn his back on a defenseless, innocent baby in need of comfort before death, would not think twice about deceiving pro-lifers for a vote.

This has me puzzled. If a President can alter a bill via an Executive Order, how is that any different from a Line Item Veto, which isn’t included in the President’s powers?

Stupak cannot flip now, Pelosi better find votes elsewhere. Obama, its over with Stupak, stop with the groveling, its unpresidential, but then again your mouth-breather, wanna be royalty anyway so keep begging shows how pathetic you are.

This may shape up to be the biggest choke since the 1986 RedSox\Mets World Series.

Obama cares nothing about established law. His idea of change is making laws that suit his communist agenda.

That's because you are a conservative and hence not an idiot.

But it's not about him making a promise. It's about him claiming to be able to do something impossible and expecting people to accept it.

It's like watching a pigeon trying to intercourse a cat. You are not going to believe what you are seeing, you are going to be unable to turn your eyes away, and you are going to feel obliged to comment on it.

I read a post here today explaining that Clinton signed an exe order to get a bill voted on, he got it done, and within 15mins reversed the same executive order.

I certainly wouldn’t put it past Slick to break a promise, but he can’t use an executive order to repeal a law, or part of a law.

Stupak so badly wants to trust Barack Obama.

When Obama reneges (not if) Stupak’s base will be all over him about HOW COULD YOU BE SO STUPID, STUPAK?

Also the measures available to the House now won’t do squat about the Gator Aid, the Cornhusker Kickback, or the Louisiana Purchase.

This bill is grass and the USSC is a lawn mower, no make that Bush Hog.

It would be a big risk for Stupak to sign on to something like an EO that might not pass constitutional muster. Say the Stupak bloc votes for the bill and the Obama EO is found to be unconstitutional (pro-choice groups would be filing suit before the ink on Obama’s signature was dry). The bill is still passed. There is no recourse. Obama says, “Sorry, I gave it the old college try.”

The only surefire way for Stupak to get the wording he wants is to have his amendment voted through. That is not going to be permitted. Anything else is a shot in the dark. He has to know that.

I don’t know, but an Executive Order cannot be used to strike out parts of legislation. That would be a line item veto, which is unlawful.
