Okay, how about this. We find some distant deserted island, let’s say in the South Pacific and put all our convicted crimials there. Give them nothing, zero, nothing to sustain themselves. Let them fend for themselves.
If they can’t live amongst law-abiding citizens them let them live amongst themselves and see how they fare.
If by chance they happen to make a small boat or water craft, then have one of our Navy ships which might be on deployment, take some target practice!
