The ribbons on a service uniform are place in order of precedence, from top to bottom - left to right (as viewed). The top most ribbon is the Meritorious Service Medal, recognition for noncombat achievement or service comparable to the Bronze Star Medal for combat achievement or service. This is no small feat, you have to bust your butt way above and beyond. Given a task, you don't just accomplish it in a timely manner. You finish it, polish it, package it, standardize everything else to match it, publish it, and train everyone else how to do it again. And still have time for a 25 mile rucksack run with the troops in the afternoon.
Yes, that is an impressive list of medals and decorations that LtCol Brown has earned.
